Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/06/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Basic Education Requirement:
You must possess a Bachelor’s degree from an accredited college or university with a major in an appropriate social or biological science, which included or was supplemented by 12 semester hours in psychology. (TRANSCRIPT REQUIRED) In addition to the basic education requirement listed above, you must possess one of the following: GS-7 Grade Requirements:
Specialized Experience: At least one (1) year of technical work under the direction of a professional psychologist in a program of professional services, training or research.
This includes experience that involved the observation of and assistance in the application of techniques relating to behavior, capacities, traits, interests, and activities of either humans or, under laboratory conditions, animals. Experience may have been gained in connection with a program of research or direct services in psychology that gave a practical understanding of some of the principles, methods, and techniques of psychology needed to assist professional psychologists.
Note: Applicants must have had at least 6 months of experience comparable in difficulty and responsibility to the next lower grade in the Federal service, or 1 year comparable to the second lower grade.
OR
Education: Successfully completed one (1) full year of graduate study in psychology in an accredited college or university or Superior Academic Achievement (S.A.A). (TRANSCRIPT REQUIRED)
Superior Academic Achievement: Must have completed a 4-year course of study leading to a bachelor’s degree and have superior academic achievement. S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled and demonstrates the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position.
S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
1. Class standing — Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
2. Grade-point average (G.P.A.)– Applicants must have a grade-point average of:
a. 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
b. 3.5 or higher out of a possible 4.0 (“B+” or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
3. Election to membership in a national scholastic honor society

Combination of Education/Experience: A combination of specialized experience and graduate education in Psychology as describe above that demonstrates the ability to perform the duties of the position. (TRANSCRIPT REQUIRED) You will be rated on the following Competencies for this position:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work requires regular and recurring periods of sitting with patients. No special physical demands are required to perform the work. The incumbent may be expected to assume an irregular tour of duty, which may include even hours and weekends.
