Qualification Summary
All qualification requirements must be met by the closing date of this announcement. SK-11: Time-in-grade for this announcement is one year at the GS/SK-09 level.
SK-12: Time-in-grade for this announcement is one year at the GS/SK-11 level. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATION REQUIREMENT: SK-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions as defined below: Specialized Experience, Education, or a combination of Education and Experience. Specialized Experience: Applicant must have at least one year of specialized experience equivalent to the GS/SK-09 level: determining service computation dates for retirement; provided guidance on military deposits, civilian deposits/redeposits; responding to inquiries on retirement options and eligibility requirements, health and life insurance, and Thrift Savings Plan. OR Education: A Ph.D. or equivalent doctoral degree; 3 full years of progressively higher level graduate education leading to such a degree; or LL.M; OR Combination of Education and Experience: Applicant must have equivalent combinations of successfully completed education, which includes education exceeding two years of graduate study and the specialized experience described above that meets the total experience requirements. For example, six (6) months of specialized experience equivalent to GS-09 and 2½ years of successfully completed graduate level education. SK-12: Applicant must have at least one year of specialized experience equivalent to the GS/SK-11 level: providing guidance on Federal retirement and employee benefits rules, regulations, policies, and procedures, including military deposits, civilian deposits and redeposits; providing individual employee and management counseling on retirement options and eligibility requirements, health and life insurance, and Thrift Savings Plan
