Qualification Summary
GS-9: Candidates at the GS-9 level must have 52 weeks of specialized experience equivalent to the GS-7 level in the federal service. Examples of specialized experience include: analyzing, researching and interpreting technical freight transportation requirements and guidelines for which there are general precedents; participating as a member of a team studying management and operational aspects of freight transportation programs; using automation software such as spreadsheets to track shipment and quality control information; processing shipment documents and arranging for special shipping services; and resolving problems with contractors, carriers, and customers occurring in the handling of shipments. Canidates at the GS-9 level may also meet the basic qualification requirements through possession of a master’s degree or completion of 2 full years of progressively higher level graduate education leading to such a degree in a field related to this position.
QUALIFICATIONS FOR GS-11: Candidates must have at least 1 full year of experience equivalent to at least the GS-9 level in the Federal service performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs; experience interpreting applicable Federal, State and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States).
Candidates may also meet the qualification requirements of the position through completion of a Ph.D., or at least 3 years of graduate-level education towards such a degree, or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
COMBINING EDUCATION AND EXPERIENCE: When an applicant has less than one year of specialized experience as described above, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
