Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/12/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-09 must have served 52 weeks at the GS-07. GS-11 must have served 52 weeks at the GS-09 level. GS-12 must have served 52 weeks at the GS-11 Level You may qualify based on your experience and/or education as described below: GS-09 Specialized Experience: You must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade GS-07 Level in the normal line of progression for the occupation. Specialized experience includes: Knowledge of, and skill in applying, a wide range of methods, principles, and practices commonly used in the employee & labor relations process; and knowledge of the occupational design of positions within assigned organizations sufficient to: advise management officials on various types of actions and their appropriate application in both the competitive and excepted services; advise on the procedural and regulatory requirements governing the employee & labor relations process; develop plans of actions; use a variety of standardized internal/external strategies to aid in advisement on labor, performance or correction actions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR, Combination of Specialized Experience and Education: You may have a combination of education and experience to qualify at the GS-9 level. Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, may be substituted to meet the experience requirements of the position (Transcripts Required). To calculate, first identify the percentage of required education you have earned, (you cannot use the first 60 semester hours that you earned), then identify the percentage of required experience you possess, add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of, and skill in applying, laws, Executive orders, regulations, policies, collective bargaining agreements, concepts, and various HR policies, practices, procedures, and management controls of the labor and employee relations functions in a regionalized operation sufficient to: provide comprehensive employee and labor relations services onsite; coordinate with and advise supervisors and managers on technical issues involving disciplinary, adverse and all other relevant corrective actions. In addition, the incumbent must possess a knowledge of, and skill in applying, collective bargaining agreements and related principles, concepts, laws, regulations, techniques, and guidelines sufficient to support an organization’s employee and labor relations program, including negotiation with labor representatives; deploying research and analytical techniques to gather, document, and analyze information to develop strategies and action plans. OR, Education: You may substitute education for specialized experience required for the GS-11 level: Ph.D. or equivalent doctoral degree; OR, three (3) full years of progressively higher level graduate education leading to such a degree; OR, LL.M. can be substituted for specialized experience when the education is in a related field (Transcript Required).OR, Combination of Education and Specialized Experience: You may have a combination of education and experience to qualify at the GS-11 level. Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, may be substituted to meet the experience requirements of the position (Transcripts Required). Ability to collaborate with the Department of Labor, the Office of Inspector General (OIG), Office of Special Counsel (OSC), Equal Opportunity Employment (EEO), Merit System Protection Board (MSPB), Federal Services Impasses Panel, and the Federal Labor Relations Authority. Skilled in fact-finding, interviewing, and case management techniques to advise on and/or conduct investigations, such as AIB, DAB, and OAWP. Education: There is no education substitute at the GS-12 level. You will be rated on the following Competencies for this position: Employee Relations Labor Relations Communication Customer Service Decision Making Influencing/Negotiating Integrity/Honesty Teamwork Organizational Stewardship Analytical Reasoning Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary. There are no physical requirements for this position.
