Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/23/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Current Title 38 Hybrid employees: To qualify for a Title 5 position based on the Interchange agreement, you must meet the following:
1. Be currently serving under a permanent appointment.
2. Served continuously for at least 1 year in the other merit system prior to appointment under the interchange agreement. Current permanent Veterans Canteen Service employees may apply for consideration under this vacancy announcement. GS-11 SPECIALIZED EXPERIENCE: You must possess one-year of specialized experience equivalent to the GS-09. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities (KSA’s) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include, but not be limited to: Comprehensive knowledge and understanding of FOIA. Implementing and enforcing regulations, policies, and procedures. Knowledge of administrative and facility programs and organization in response to requests for release of information, complaints, and allegations of improper conduct. Knowledge of HIPAA, HIPAA Privacy Rule, regulatory, licensing, and accrediting agency requirements. Such ass The Joint Commission related to collection, use, maintenance, storage, and release of health information. Knowledge of interrelationship between HIPAA and other Federal privacy laws. Knowledge of programs record keeping requirements. Effective oral and written communication skills to explain Privacy/FOIA requirements and procedures to management and staff. Defend findings and recommendations to management, prepare written responses, reports, and information materials for a variety of audiences. Ability to establish and maintain good working relationships with managers and staff throughout the agency and with representatives of other organizations with Privacy/FOIA related responsibilities and interests. Ability to develop a system of internal monitoring that identifies potential organizational risks through trending and severity; including assisting service lines/departments in developing appropriate monitoring and auditing processes that mirror the goals of the facility. OR EDUCATION: You must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related OR COMBINATION EXPERIENCE/EDUCATION: Equivalent combinations of successfully completed post-high school education and experience are also qualifying. The combinations described are those most typical for these positions. NOTE: Your application package must demonstrate the specialized experience. Physical Requirements: The Specialist is required to perform privacy walk-throughs throughout the facility, travel to surrounding Clinic Based Outpatient Clinics, and visit local Business Associates place of business or record storage locations, so there may be on certain days a lot of walking. Other than the limited amount of walking there are no unusual physical demands. Work Environment: The work is performed in an office setting. The Specialist is required to perform privacy walk-throughs throughout the facility, travel to surrounding Clinic Based Outpatient Clinics, and visit local Business Associates place of business periodically. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
