Qualification Summary
Time-in-Grade Requirements: Any individual who is currently holding, or who has held within the previous 52 weeks, a position in the competitive or excepted service, must meet “time-in-grade” requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees (including internal employees), must provide a copy of their SF-50 (you may need to submit more than one), “Notice of Personnel Action” that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure, and type of service (Competitive or Excepted). To meet the minimum qualifications requirements for this position, you must show in your resume that you possess the Technical Qualification and the five Executive Core Qualifications (ECQs) identified by the Office of Personnel Management (OPM). TheECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The Executive Core Qualifications are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. Typically, you should have a broad range of knowledge relating to administrative, business and financial management.Specialized experience includes:Experience serving as the principal advisor to anagency’s senior leadership and providing advice and guidance on all aspects of human resources management; Experience providing vision and leadership in developing an agency’s human capital strategic plan, goals and objectives to accomplish the agency’s mission and bridge the gap between the present and future organizational requirements; Experience leading the development and implementation of the agency’s corporate strategy with regard to human capital management while providing executive leadership for policy, legislation, and program development for the program;Experience analyzing both policy and program matters to make executive decisionsin order toadvise the Chief of Staff, the agencyDirector, and other high-level officials within and outside the agency, on agency policies and legislation related to the human capital program.In addition to specialized experience, applicants must have one (1) year of specialized experience that is directly related to the duties described and that have equipped the candidate with the scope and level of knowledge, skills and abilities identified in the “Qualifications” sections. This experience shouldhave been gained at or above the GS-15 grade level in the Federal service.
Desired Qualifications: Experience managing within an Excepted Service agency
A minimum of 10 years in Federal Human Resources
Five to seven years leading federal Human Resources teams
Knowledge of the Foreign Service Act
Five or more years managing federal, military, and or private sector multiple cross-functional Human Resources teams or projects, and influencing senior-level management and key stakeholders Technical Qualifications: Directs and manages a government Human Resources system, including programs and functions of position management and classification, recruitment, pay administration, incentive compensation and rewards programs, performance management and employee benefits programs.
Provides leadership and oversight to three or more components of Agency’s HR program, monitors program progress towards organizational goals with evaluation and necessary adjustments towards accomplishment of its targeted efforts.
Serves as the principal advisor to Agency leadership, provides authoritative interpretations of new or modified legislation or guidance material, such as U.S. Code; Congressional intent; judicial decisions, rulings, and decrees; OPM, Department of State, and Agency directives; Executive Orders; and decisions and rulings from GAO, CBO, and Comptroller General. Collaborates with Agencystrategic advisorsto translate new legislation into program goals, actions, and services and drafts special materials for the Agency’s use during Congressional briefings, special and sensitive projects, and agency litigation.
Identifies, tracks, and measures trends to determine overall effectiveness of management initiatives to support Agency’s human capital needs.
Provides leadership to design, develop and implement activities to support talent identification, assessment, and engagement.
Represents the agency on inter-agency councils and government-industry teams.
Scans internal, external, national, and international trends, legislation and policies to assess their impact on Agency’s human capital program and operationsandformulates agency objectives, priorities and strategies to enhance the program results and protect its long term interests.
