Qualification Summary
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience:For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service. Specialized experience includes taking the lead team role in planning, conducting, and documenting results of audits or evaluation projects in accordance with applicable standards and providing recommendations. Examples of such experience may include: – Coordinating audit or evaluation activities of team members on projects (i.e. reviewing work of junior staff ensuring it is sufficient, competent, and includes relevant evidence to support results and findings; providing written comments on junior staff’s documented work when revisions are needed to ensure the evidence supports the results and findings.) OR – Conducting and documenting the results of interviews with key organizational authorities and other stakeholders to gather survey information; OR – Preparing and presenting audits or evaluation reports and briefings that address major management issues. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes planning, conducting audits or evaluation projects in accordance with applicable standards. Examples of such experience may include: -Researching laws, regulations, contracts, and management controls to develop performance audits or evaluation objectives, scope and methodology; OR -Collecting, analyzing, and summarizing audit data to support conclusions; OR -Participates during entrance and exit conference briefings to present audit objectives and potential findings to auditees; OR -Writes segments of draft audit and/or evaluation reports covering criteria, conclusions and recommendations.
For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized experience includes assisting with the planning of audits or evaluation projects in accordance with applicable standards. Examples of such experience may include: Researching laws, regulations, contracts, and management controls to develop performance audits or evaluation objectives, scope and methodology; OR Collecting, analyzing, and summarizing audit data to support conclusions; OR Participates during entrance and exit conference briefings to present audit objectives and potential findings; OR Assisting on the preparation of draft audit and/or evaluation reports covering criteria, conclusions and recommendations. OR You may substitute education for general or specialized experience as follows: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral. (Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.) OR You may qualify by a combination of experience and education. Only graduate level education in excess of the first 36 semester hours may be combined with experience. Time-in-Grade:In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-13, you must have been at the GS-12level for 52 weeks.
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-09level for 52 weeks.Time After Competitive Appointment:Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
