Qualification Summary
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Time-in-grade restrictions apply for all candidates considered under merit promotion procedures and must be met by 11:59 pm Eastern Time on the closing date of this vacancy announcement. At the GS-09:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience reviewing grant applications to determine that regulations have been met, cradle to grave grants management, and serving as a source of information to scientific and administrative personnel on the clarification of grant administration, regulations, policies, or procedures.
Or
Education: Masters or equivalent doctoral degree or 2 full years of progressively higher level graduate education leading to such a degree that is directly related to the work of the position or LLB or J.D if directly related. Directly related degrees include: business administration, accounting, finance, law/business law and related fields.
Or
A combination of related graduate education and experience, such that the percentage of required experience plus the percentage of required education equals 100%. (Note: only education in excess of the first two years is creditable.) To calculate, first determine your total number of graduate semester hours beyond the first 36, and divide that number by 18. Next, divide the total number of months of qualifying experience by 12. Now add your percentages of education and experience. The two percentages must total at least 100% for you to qualify based on your combination of education and experience. At the GS-11
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience reviewing grant applications to determine that regulations have been met, cradle to grave grants management, collecting and analyzing data to serve as general guides or standards for cost measurements, organizational procedures, operations policies, etc., and serving as a source of information to scientific and administrative personnel on the clarification of grant administration, regulations, policies, or procedures.
Or
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree that is directly related to the work of the position or LLB or J.D if directly related. Directly related degrees include: business administration, accounting, finance, law/business law and related fields.
Or

For this position, specialized experience is experience reviewing grant applications to determine that regulations have been met, cradle to grave grants management, serving as a source of information to scientific and administrative personnel on the clarification of grant administration, regulations, policies, and procedures, and negotiating pre-award, post-award, and close out activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must be available to report for duty at the time a selection is made. Selections are typically made within 30 days of the closing date of the announcement.
