To qualify for this position, applicants must meet all requirements by the closing date of this announcement Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirement: You must first meet Basic Education Requirements for this position as described below. Transcripts are REQUIRED. You must possess a Bachelor’s degree (or higher) from an accredited college or university in a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Copies of transcripts are required at the time of application. In addition to meeting the Basic Requirement above, you must also qualify based on your experience and/or education as described below: Specialized Experience: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of this position. Examples of specialized experience would typically include, but are not limited to: Experience gained in a research setting where you may have been a responsible member of a clinical research study team executing study protocols; Working with study participants and executing study goals, including some basic functional tests; Possessing knowledge of major principles of research design, including, but not limited to, patient recruitment, data management, data coding, qualitative data analysis software and programming, compilation and analysis of qualitative data, and interpretation of findings; oversee data collection and activities locally and potentially at other sites including review of quality of work; Ability to problem solve and successfully engage with other study staff to resolve any problems with data collection. Knowledge of the principles, concepts, and methods of research; coordinating, monitoring, and overseeing routine research programs; assisting principal investigators with research projects; project management in a government or academic research healthcare environment; and presenting findings both verbally and in writing. General administration and planning of administrative matters relating to clinical research that involves human subjects; coordinating and managing activities for clinical research to include maintaining records, answering inquiries and/or complaints; interpreting, understanding and ensuring compliance with clinical research policies and regulations; analyzing data and preparing reports utilizing a database; identifying problems and recommending corrective action. Previous experience with behavioral, mental health or psychology clinical trials or research studies; Knowledge/experience in maintaining complex database and statistical spreadsheet files; Ability to efficiently handle multi-task complex workload assignments for the research projects; the experience or ability to work with patients with mental illness, recognizing signs, and symptoms of illness, A knowledge or recognition of psychosocial or medical interventions used in or excluded from the research study. Experience in health services research, systematic review research methodology, including qualitative data analysis and manuscript drafting. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment OR, Education: Applicants may substitute education for the required experience listed above. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master’s degree or equivalent graduate degree that provided you with the knowledge, skills, and abilities necessary to do the work of this position. Degree should be in a major field of study that is related to the medical field, health sciences or allied sciences and appropriate to the work of this position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
