Qualification Summary
You must meet the following requirements by the closing date of this announcement.
GS-07 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experiencefor this position includes: Knowledge of investigative techniques to conduct interviews, recognizing and exploring and pursuing leads, detecting discrepancies in information and distinguishing between relevant and irrelevant data; Knowledge of fuel sampling procedures. Knowledge of basic business practices and methods, such as record-keeping, to review business operations. OR You may substitute education for specialized experience as follows: One year of graduate level education at an accredited college or university in any field of study. OR Superior Academic Achievement (SAA) may be met by having a Bachelor’s degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.GS-09 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experiencefor this position includes: Experience in conducting interviews, recognizing and exploring and pursuing leads, detecting discrepancies in information and distinguishing between relevant and irrelevant data. Experience in conducting investigations. Experience in securing fuel samples; Experience analyzing basic business operations, verifying compliance with specific laws or activities in the petroleum industry;Experience researching technical issues, handling a varied workload and completing closing actions. OR You may substitute education for specialized experience as follows: Master’s or equivalent graduate degree in a related field of study such as Sociology, Business Management, Business Administration, Public Administration, Social Science, Environmental Science , Geosciences, Political Science, Law Enforcement, or other fields related to the petroleum industry. OR Two (2) full years of progressively higher level graduate education leading to a Master’s or equivalent degree such as: Sociology, Business Management, Business Administration, Public Administration, Social Science, Environmental Science , Geosciences, Political Science, Law Enforcement, or other fields related to the petroleum industry. OR LL.B. or JD., if related.GS-11 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experiencefor this position includes: Experience in conducting interviews, recognizing and exploring and pursuing leads, detecting discrepancies in information and distinguishing between relevant and irrelevant data; Experience in conducting investigations, securing or testing fuel samples and participation in legal or administrative proceedings;Experience analyzing complex business operations, verifying compliance with fuel tax laws or activities in the petroleum industry; Experience researching complex technical issues, handling an extensive workload and completing closing actions. OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of studies such as: Sociology, Business Management, Business Administration, Public Administration, Social Science, Environmental Science, Geosciences, Political Science, Law Enforcement, or other fields related to the petroleum industry. OR Three (3) full years of progressively higher level graduate education leading to a PH.D. or equivalent doctoral degree in a related field of study such as: Sociology, Business Management, Business Administration, Public Administration, Social Science, Environmental Science, Geosciences, Political Science, Law Enforcement or other fields related to the petroleum industry. OR LL.M. if related.
For Grades 07 through 11: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
– The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.- To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
In addition to the above requirements, you must meet the following:
You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement).
