Qualification Summary
You must meet the followingrequirements by the closing date of this announcement.
GS-12 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes: Experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative to identify and anticipate related issues, trends and problems that could affect programs (e.g., RGS (Report Generation Software)), projects, and studies; Review information, analyze proposed changes to current functions/operations to determine the efficiency, effectiveness and impact on customers. Develop and recommend viable operating methods, procedures and alternatives for changes and improvements to programs, systems and procedures. Experience identifying problem areas, deficiencies and other similar factors affecting operations and recommend and/or implement changes and improvements. Experience preparing explanation summaries, recommendations, and other written documents (e.g., RGS defect documentation and test plans). Provide technical advice, guidance or training on programs, procedures, rules, policies and regulations (e.g., RGS and Field Exam Programs). Present information on recommended proposals, alternatives and market strategies to management and other audiences (e.g., RGS developers, analysts and end users).

Specialized experience includes: Experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative to identify and anticipate related issues, trends and problems that could affect programs (e.g., RGS (Report Generation Software)), projects, and studies; Review information, analyze proposed changes to current functions/operations to determine the efficiency, effectiveness and impact on customers. Develop and recommend viable operating methods, procedures and alternatives for changes and improvements to programs, systems and procedures. Experience in project management to evaluate complex projects/programs and studies to identify problem areas, deficiencies and other similar factors affecting operations and recommend and/or implement changes and improvements. Experience preparing memoranda, policy statements, recommendations, and other written documents such as RGS defect documentation and test plans. Provide technical advice, guidance or training on programs, procedures, rules, policies and regulations (e.g., RGS and Field Exam Programs). Present information on recommended proposals, alternatives and market strategies to management and other audiences (e.g., RGS developers, analysts and end users).-The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
