Qualification Summary
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG- 4700 – General Maintenance and Operations Work Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the job of a Maintenance Mechanic without more than normal supervision. Physical Effort: Uses hand and power tools and equipment that may require standing and holding tools in uncomfortable positions for extended periods. The work requires considerable bending, kneeling, climbing, and stooping. On site work requires strenuous physical exertion when handling heavy and bulky materials. Work typically requires bending, stooping, crawling, and climbing on ladders . Frequently lifts and carries material and equipment that weigh up to 40 pounds, unassisted, and occasionally lifts or moves heavier items with the assistance of lifting devices or other workers. Working Conditions: The work is done inside and outside, and is usually dirty, dusty, and greasy, with spray and fumes usually present. May work in confined areas, such as crawl spaces and attics. The employee is sometimes required to make repairs and installations outside in all types of weather. The employee is frequently exposed to the possibility of cuts, bruises, scrapes, contusions, burns, and infections. May occasionally be exposed to the possibility of broken bones. Protective equipment and clothing, such as safety shoes, earplugs, safety glasses or sun glasses, gloves, rain gear, hard hats, coveralls, respirators, and other protective gear are required, which are sometimes heavy and uncomfortable. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge to apply the full range of principles, concepts, and practices concerning facilities an d equipment operations sufficient to plan, coordinate, direct, and monitor facility operations to determine facility and grounds maintenance and repair needs; prepare statements of work; oversee a program involving limited technical issues and specific and well defined objectives 2. Knowledge of the full range of principles, concepts, and methods of facility administration sufficient to inspect facilities to evaluate use patterns and identify maintenance or restoration requirements to include fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, auto sprinkler systems, water sources, fire evacuation and shelter operations and coordinate and assist engineers to ensure adequate maintenance or restoration of buildings and grounds with minimum disruption. 3. Knowledge of the principles, concepts, and practices concerning moderately complex technical requirements for facilities and equipment. Possess ability to read/interpret schematic diagrams, engineering plans, with the ability to use automated systems to retrieve, maintain, and update documents, reports, and records. Skill to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects. Knowledge of basic AF budgeting, principles, concepts, and practices . 4. Knowledge of carpentry methods and techniques, basic shop mathematics, and material strengths and applications to construct, install, repair, or modify wood structures. Knowledge of standard surface preparation and coating methods and techniques; and paints and thinning compounds to perform small paint projects or patching . Skill in operating and maintaining hand and power tools . 5. Knowledge of safety regulations, security practices for physical facilities and procedures; and regulations, procedures, and policies related to records maintenance and documentation. 6. Ability to read and interpret instructions and communicate effectively both orally and in writing; plan and layout work according to instructions; and learn mixing, matching, and toning techniques. Ability to make decisions, show poise and self-confidence, and ability to remain calm and use good judgment in decision making. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
