Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/18/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements – Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses. or Combination of education and experience — at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below. or Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. or At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students’ progress, including a determination of the students’ success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students’ success or failure to meet course requirements does not meet this criterion. Preferred Experience – Graduate degree in education-related field. You may qualify based on your experience and/or education as described below: GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in planning, budgeting, projecting and monitoring educational programs expenditures; familiarity with data preparation techniques and relevant software packages, such as commonly used analytical, spreadsheet and communications software and demographic/medical databases, in order to facilitate illustration and decision-making; Uses training/education administration, principles, policies, and procedures; and establishes and maintains effective working relationships with all levels of personnel. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 year of graduate-level education or superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelor’s degree GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in planning, budgeting, projecting and monitoring educational programs expenditures; familiarity with data preparation techniques and relevant software packages, such as commonly used analytical, spreadsheet and communications software and demographic/medical databases, in order to facilitate illustration and decision-making; Uses training/education administration, principles, policies, and procedures; and establishes and maintains effective working relationships with all levels of personnel. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond year of graduate-level education. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: works in a broad functional or specialized area of education, such as adult education, instructional methods and educational evaluation and analysis; adapts and extends education principles and practices to significant projects and problems for which there are no closely related precedents; experience in planning, budgeting, projecting and monitoring educational programs expenditures; familiarity with data preparation techniques and relevant software packages, such as commonly used analytical, spreadsheet and communications software and demographic/medical databases, in order to facilitate illustration and decision-making; Uses training/education administration, principles, policies, and procedures; and establishes and maintains effective working relationships with all levels of personnel. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond master’s degree. You will be rated on the following Competencies for this position:
