Qualification Summary
BASIC REQUIREMENTS (GRADES 5 THROUGH 12): You must have a 4-year course of study leading to a Bachelor’s in any field of study from an accredited college or university. ORAt least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management from an accredited college or university. ORException: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on or after January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.In addition to the above, you must meet the requirements described below: GS-7 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: Contracting and procurement functions, Government acquisition principles, contract laws, types of contracts, negotiation, source selection, contract management, contract property administration, contract modifications, procurement planning, small and minority business consideration and program interface concerning procurement matters. You must also be familiar with Simplified Acquisition Procedures, GSA Federal Supply Schedules, the Federal Acquisition Regulations, the Treasury Acquisition/Procurement Regulations, and Federal Property Management Regulations, as well as various related disciplines such as financial, property and program management, business practices and mathematics. OR You may substitute education for specialized experience as follows: Superior Academic Achievement may be met by having a Bachelor’s degree, with one of the following: GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR At least one (1) full academic year of graduate education or law school. Graduate education must have been in one or a combination of the following fields of study: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR A combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
GS-9 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes:. Knowledge of various types of contracts and conditions governing their use; Skill in analyzing cost data and facts in order to review and make recommendations about information presented in bids/proposal; Knowledge of the protest procedures including documenting, coordinating and formulating information for review; Knowledge of business practices and skill in both written and oral communication and mathematics; Knowledge and ability to gather, assemble and analyze information to draw logical conclusions about price/cost information and the soundness of a vendor’s proposal. OR You may substitute education for specialized experience as follows: (2) full academic years of progressively higher level graduate education leading to a graduate degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Master’s or equivalent graduate degree from an accredited college or university. OR LL.B or J.D., if related. OR. A combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
GS-11 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes:. Knowledge of various types of contracts and of all aspects of the contracting process; Knowledge of pre-award and post-award procurement actions; skill in analyzing cost data and facts in order to make recommendations in bids/proposal; In-depth knowledge of the protest procedures including documenting, coordinating and formulating information for review; Thorough knowledge of the laws and regulations governing acquisition procedures, business practices and mathematics; Knowledge and ability to gather, assemble and analyze information to draw logical conclusions about price/cost information; and In-depth knowledge of a wide range of procurement methods and practices, laws and regulations regarding the use of small businesses, labor-surplus areas and minority business services and fraudulent procurement practices. OR You may substitute education for specialized experience as follows: Three (3) full academic years of progressively higher level graduate education leading to a doctoral degree in one or a combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR PH.D or equivalent doctoral degree. OR A combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
GS-12 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:. In-depth knowledge of a wide range of procurement methods and practices including special/unusual provisions; Thorough knowledge of the laws and regulations governing acquisition procedures, business practices, mathematics, small businesses, labor-surplus areas and minority business services; Knowledge of fraudulent procurement practices used by contractors responsible for the negotiation, award and administration of varied and complex requirements involving overall planning and coordinating activities; and Knowledge of and ability to evaluate price and cost as it relates to travel, direct labor, overhead, transportation, and indirect cost and to gather, assemble and analyze information to draw logical conclusions about price/cost information.-The experience may have been gained inthe public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.-To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.In addition to the above requirements, you must meet the following, if applicable:You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement).
