Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/01/2021 You may qualify based on your experience and/or education as described below: TO BE QUALIFIED: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade in the federal service, which demonstrates the ability to perform the duties of the position required. Specialized experience for each grade level is described as follows: GS-11: Must have one (1) year of specialized experience equivalent to at least the GS-09 Federal grade level performing the following duties: leading a group of employees; directing and overseeing a full range of support and management services for a complex office in the areas of administrative management, personnel, vehicle, space utilization, property management and general office services; providing guidance to staff in preparing/justifying budget packages; and preparing procurement documentation, cost analyses and soliciting bids.
OR Have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related
OR A combination of both, education and experience. GS-12: Must have one (1) year of specialized experience equivalent to at least the GS-11 Federal grade level performing the following duties: supervising a group of employees; directing and overseeing a full range of support and management services for a complex office in the areas of administrative management, personnel, vehicle, space utilization, property management and general office services; providing guidance to staff in preparing/justifying budget packages; and preparing procurement documentation, cost analyses and soliciting bids. Competencies: Your qualifications will be evaluated on the basis of your level of competencies in the following areas: Administration and ManagementFinancial ManagementManaging Human ResourcesOral CommunicationPersonnel and Human ResourcesWriting Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
