Qualification Summary
You must meet the following requirements within 30 days of the closing date of this announcement.Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes:- Evaluating grantee proposals, plans and justifications; AND – Providing grant related technical guidance to internal and external stakeholders ; AND – Negotiating and awarding grant or cooperative agreements. Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:- Evaluating grantee proposals, plans or justifications; AND – Negotiating and awarding grant or cooperative agreements; OREducation:You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related. ORCombination:You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.A combination of successful graduate education and experience may be used to meet total qualification requirements for the GS-11 grade level, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.
Specialized Experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
– Assisting with the evaluation of grantee proposals or plans;AND- Assisting with the provision of training or technical guidance to internal or external stakeholders on grant administration. OREducation:You may substitute education for general or specialized experience as follows:Master’s or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related. ORCombination:You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.A combination of successful graduate education and experience may be used to meet total qualification requirements for the GS-09 grade level, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level.
Time-in-Grade:In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:For the GS-12, you must have been at the GS-11level for 52 weeks.For the GS-11, you must have been at the GS-09 level for 52 weeks.For the GS-09, you must have been at the GS-07 level for 52 weeks.Time After Competitive Appointment:Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
