This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION:

ENLISTED E1-E9 The supervisor for this position is Ms.Carvalho-Grevious. GENERAL EXPERIENCE: Experience or training with administrative, professional, investigative, technical or other type of experience which demonstrates ability to meet and deal effectively with persons of different ages, races, and economic and education background; to collect and assemble pertinent facts, and to prepare clear and concise written reports. SPECIALIZED EXPERIENCE: Applicant must indicate at least 24 months of experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Equal Employment Opportunity (EEO) to the unique organizational, management, and mission requirements. KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. -Knowledge of the principles, concepts, legal requirements and methodology of the Federal equal employment opportunity program to identify barriers to equal employment and assist in preparing an affirmative action plan to meet requirements placed upon the State. -Skill in establishing and maintaining effective relationships with local and national organizations concerned with equal employment opportunity in order to obtain their cooperation and advice; -Skill in communicating effectively, orally and in writing, with managers and employees at all levels. QUALITY OF EXPERIENCE: – Length of time is not of itself qualifying. Candidates’ experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.
