Qualification Summary
GENERAL EXPERIENCE: Must possess experience that was gained through work within similar financial program structures that support the Series’ GS-0503 occupational functions, basic principles, and procedural concepts; and meet the specific graded-position’s competencies (skill, knowledge, abilities, and behaviors). Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. SPECIALIZED EXPERIENCE: GS-09 Level – Must possess at least six months of basic finance program experiences that provided knowledge of financial principles and procedures; private or public finance program experiences; knowledge of financial principles and procedures; ability to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures; experience providing analysis, validation, processing and correction of financial transactions; leading others to perform financial duties that involved a range of financial services, such as, the analysis, validation, processing and correction of financial transactions and issues/problems; preparing financial reports and maintaining records of work accomplishments and administrative information; using metrics for measuring and summarizing work projects; maintaining project files or program and administrative materials; performing mentorship and guidance activities; providing performance evaluations and recommendations to team members to improve individual and/or team effort results; performing financial analysis of inter-related accounting, logistics and computer file systems in regard to pay, accounts payable, and various travel entitlements using multiple procedures, processes and techniques to provide alternative conclusions and/or recommendations; research, interpret, analyze, and apply regulations, policies, procedures and legal decisions to work and/or resolve complex financial issues/problems; knowledgeable of public law; fiscal law; Department of Defense (DoD), Department of the Army (DA), Forces Command (FORSCOM), NGB, and Defense Finance and Accounting Service (DFAS) regulations; Standing Operating Procedures; Comptroller General Decisions; and, policies and issuances in order to execute the full range of financial and commercial services. As a qualified applicant, must understand the basic principles and concepts of the National Guard financial business program requirements. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
