Qualification Summary
General Qualifications Demonstrated flexibility and ability to work independently, while also being capable of working collaboratively with a team to develop and carry out an overall program. Ability to take initiative and lead projects ethically, on scope, and within budget, with attention to detail that produces the highest quality of work. Ability to prioritize work and balance many projects simultaneously. Demonstrated excellence in both oral and written communication. Excellent interpersonal skills and ability to create and maintain positive relationships with both internal and external contacts. Experience utilizing databases, spreadsheets, and online collaboration tools. Experience managing project teams. Technical Qualifications For the PM position: An undergraduate degree in a relevant discipline. A minimum of 7 years of experience in environmental, natural resources, or land use policy, Federal Indian law, cultural resources law, science policy planning, or management of complex public policy issues. At least 5 years of experience leading large ECCR projects. At least 3 of these years should include experience acting as a third-party neutral to resolve environmental conflicts or facilitate collaborative processes. For the SPM position: An undergraduate degree in a relevant discipline. A minimum of 10 years of experience in environmental, natural resources, or land use policy, Federal Indian law, cultural resources law, science policy planning, or management of complex public policy issues. At least 8 years of experience leading large ECCR projects. At least 5 of these years should include experience acting as a third-party neutral to resolve environmental conflicts or facilitate collaborative processes. Formal education or training in conflict resolution, alternative dispute resolution, or mediation. Demonstrated competencies in the numerous skills required for large public meeting facilitation. Skill and experience in situation assessment and process design. Experience as a project manager and team leader; and managing programs or large projects involving conflict resolution, multiparty collaboration, or public involvement. Experience as a trainer of conflict resolution, mediation, or dispute resolution required. Preferred Qualifications An advanced degree. Expertise in Federal or State transportation and/or infrastructure policy. Expertise with the National Environmental Policy Act (NEPA). Familiarity with Federal contracting. Experience working directly with Native American or Alaska Native populations in the collaborative problem-solving context, and familiarity with issues impacting Native Americans or Alaska Natives. Experience developing training.
