GS-12 Minimum qualifications: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Researching and assisting with the application of employee relations (ER) and labor relations (LR) laws, regulations and case law; assisting with the application of negotiated union agreements; and providing guidance on employee conduct and performance management for an organization.
This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-11 or equivalent). GS-13 Minimum qualifications: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Serving as the technical authority providing advice and assistance on all matters relating to employee relations, labor relations and performance management for an organization; interpreting and applying laws, regulations, case law, and local policies to resolve or correct performance and conduct issues; working with labor unions on complex issues in a variety of areas such as contract negotiations, bargaining unit determinations, arbitration, and unfair labor practices; and providing training to managers and supervisors regarding employee evaluations, probationary periods, employee recognition programs and disciplinary procedures.
This definition of specialized experience is typical of work performed at the next lower grade level in the federal service (GS-12 or equivalent). You will be evaluated on the basis of your level of competency in the following areas:
