Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/20/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-6 position: you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below: Specialized Experience: GS-6: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The Federal Service must have given you the particular knowledge, skills and abilities required to successfully perform the duties of a Firefighter (Basic Life Support). Such duties may include: (1) providing emergency medical first responder or higher medical level pre-hospital patient assessments by conducting systematic physical examinations to determine patient’s condition and treatment; (2) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (3) rescue operations; (4) detection, reduction, or elimination of potential fire hazards; (5) operation of fire communications equipment; (6) controlling hazardous materials incidents and/or (7) developing, implementing, or providing training in fire protection and prevention. These assignments would have been performed of a more limited scope and with less independence, performed under close supervision, consulting with the supervisor when problems are encountered; however, the degree of supervisory controls would be less than at the GS-5 grade level. GS-7: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The Federal Service must have given you the particular knowledge, skills and abilities required to successfully perform the duties of a Firefighter (Basic Life Support). Such duties may include: (1)control and extinguish fires, rescue persons endangered by fire, and reduce or eliminate potential fire hazards; (2) follow protocols in providing basic life support; (3) performs emergency medical procedures that are noninvasive; (4) control hazardous materials incidents; (5) performs fire protection inspector duties, including inspecting and testing fire protection equipment; (6) training personnel in fire protection and prevention; (7) operate fire communications equipment; (8) and advise on improvements to structures for better fire prevention. Incumbent would also have knowledge of firefighting and fire prevention theory and techniques, and knowledge of fixed and mobile firefighting equipment operation, and/or the ability to plan, direct, or carry out fire protection and prevention programs and operations. Emergency CareFire ManagementFirst ResponseHazardous MaterialsTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Applicants will be given a physical examination including a treadmill and agility test. Failure to pass these tests may be justification for disqualification. Periodic medical examinations following appointment may be required to determine fitness for continued performance of the duties of the position. SELECTIVE FACTORS: In addition to the meeting the above requirements, you must also meet the following Selective Factors for this position. You must submit copies of your certifications with your application to receive credit. National Certification as a Firefighter II; National or New York State Certification as an Emergency Medical Technician (EMT) Basic; National or New York State Hazardous Materials Operations Level certification; National or New York State Apparatus Operator-Pumper Certification or be willing to obtain the certification within 24 months of employment (For GS-07 Level); National or New York State Confined Space Rescue Technician Certification or be willing to obtain the certification within 24 months of employment (For GS-07 Level); National Incident Management System – ICS 200 Certification. *Selective Factors are skills, knowledge, ability or other worker characteristic basic to – and essential for – satisfactory performance of the job).
