Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2021. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7 (and for GS-11 you must have served 52 weeks at the GS-9). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
GS-09: Specialized Experience: Applicants must have at least 1 year of specialized experience that equipped them with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of creditable specialized experience include but are not limited to: Coordinates preparedness and response efforts of medical center; Understands comprehensive emergency management policies, procedures, systems, and trainings; participates in facility decontamination program; Helps deploy volunteer staff to disaster areas through the DEMPS program. OR Education: Applicants must have at least a master’s or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or a LL.B. or a J.D., if related, in an accredited college or university that demonstrates the knowledge, skills and abilities necessary to do the work of this position and that is typically in or related to the position to be filled. OR Combination: Applicants must possess equivalent combinations of specialized experience and graduate education as described above to qualify for the GS-09 grade level for this position. To qualify at this level, you must have a combination of specialized experience as described above and education as described above, such that the percentage of required experience plus the percentage of required education equals 100%. Note, this is computed by first determining your total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. For graduate education, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement, unless otherwise determined by the accredited school. (TRANSCRIPT REQUIRED) GS-11: Specialized Experience: Applicants must have at least 1 year of specialized experience that equipped them with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of creditable specialized experience include but are not limited to: Coordinates preparedness and response efforts of medical center; Implements comprehensive emergency management policies, procedures, systems, and trainings; Manages facility decontamination program; Coordinates deployments of volunteer staff to disaster areas through the DEMPS program; Measures the effectiveness of existing emergency preparedness programs and initiatives; Evaluates vulnerabilities in order to prioritize preparedness efforts and maximize available resources; Oversees staff response during drills, exercises, and real-life events; Ensures compliance with emergency management-related regulations and standards; Able to work independently with minimal supervision. OR Education: Applicants must have at least a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or a LL.M., if related, in an accredited college or university that demonstrates the knowledge, skills and abilities necessary to do the work of this position and that is typically in or related to the position to be filled; OR Combination: Applicants must possess equivalent combinations of specialized experience and graduate education as described above to qualify for the GS-11 grade level for this position. To qualify at this level, you must have a combination of specialized experience as described above and education as described above, such that the percentage of required experience plus the percentage of required education equals 100%. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Moderate lifting & carrying (15-44 lbs); reaching above shoulder; walking/standing (3 hrs); crawling & repeated bending (2 hrs); climbing; hearing aid permitted; working conditions may include excessive heat or cold, inside and outside, excessive noise (intermittent), gases, fumes, smoke, dust, electrical energy, uneven surfaces, working around machinery and/or moving objects.
