Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify for the NH-03/ GS-13 level, all applicants must possess at least one full year of specialized experience which includes but not limited to;1). Experience participating in budget and program reviews to determine progress against approved funding, schedules and objectives 2). Experience providing expert advice and counsel on all phases of appropriated fund budgeting to include planning, justification, presentations and execution .3).Test and Evaluation (RDT&E) (Army and OSD), Operations and Maintenance Army (O&MA), Army Procurement Appropriation (APA), with primary focus on Foreign Military Sales (FMS) and customer reimbursed program(s) facilitating program budget formulation and justifications and budget execution area.4).Monitors execution and reporting of Foreign Military Sales(FMS) related financial accounts, including FMS-Administrative funds and FMS case funds.5) Monitors manpower requirements against changes in program complexity, scope and deliverables and supports change; and monitors adherence to international agreements, statutes, regulations, policies and procedures which govern FMS to meet mission requirements.This definition of specialized experience is typical of work performed at the next lower grade/level (NH-02-GS11) position or equivalent. You will be evaluated on the basis of your level of competency in the following areas:
Budget AdministrationBudget ExecutionCommunicationsManages and Organizes InformationProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent ( NH-02 / GS-11).
