This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION:

Category 2: Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air)
Category 3: Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air).
Category 4: Qualified current members of the Pennsylvania National Guard. (Army and/or Air)
Category 5: Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard. Military Grades:
ENLISTED E1-E6 Supervisor for this position is SSG Costa. GENERAL EXPERIENCE: Experience or training which demonstrates knowledge of equipment to be able to do routine jobs, simple preventative maintenance tasks, and is able to use common tools and equipment in the line of work. SPECIALIZED EXPERIENCE: Application must indicate at least 12 months of experience or training using common hand and power tools and a small variety of test and measurement devices to make mechanical repairs. Experience removing, adjusting, replacing, cleaning, and installing a variety of parts, components, and accessories. Experience which demonstrates a basic understanding of mechanical, electrical, and hydraulic theory applying to vehicles; and skill to replace, fit, install, and make adjustments. Experience demonstrating an understanding of the makeup and operation of the various individual systems maintained and their interrelationships. Experience reading and interpreting parts lists, manufactures’ repair manuals, diagrams, and electrical schematics. KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. — Basic knowledge and understanding of the mechanical makeup, operation, and working relationships of individual systems, and their interrelationships for a variety of combat, tactical, commercial, automotive, special purpose vehicles and equipment. — Working knowledge of various techniques for removing, adjusting, replacing, cleaning, and installing parts and components of combat, tactical, commercial, automotive, special purpose vehicles and equipment. — Basic understanding of electrical, electronic, hydraulic, pneumatic, and other non-mechanical system theories; and skill to replace, fit, install, and adjust systems. — Skill to use basic test equipment and ability to analyze test results to determine fault for repair or replacement of improperly functioning parts or components. Ability to use basic tools common to the occupation. — Ability to determine when parts should be cleaned, reinstalled, or replaced with standard parts. — Ability to read and interpret parts list, manufacturer’s repair manuals, technical manuals, diagrams, engineering drawings, and schematics. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates’ experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.
