Qualification Summary
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: At the GS-12: Applicants must have at least one (1) year of specialized experience at the GS-11 grade level. Specialized experience must include (Insert specialized experience from the assessment package and includes 1) comprehensive knowledge of manpower programs to assist in planning, developing, and directing manpower analyses; 2) assisting with preparing and presenting manpower briefings to higher officials; AND 3) provide review of manpower authorizations within an organization. (NOTE: This experience MUST be well documented on your resume or application package.); Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; Knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied; Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. SPECIALIZED EXPERIENCE: At the GS-13: Applicants must have at least one (1) year of specialized experience at the GS-12 grade level. Specialized experience must include (Insert specialized experience from the assessment package and includes 1) extensive knowledge of manpower programs to assist in planning, developing, and directing manpower analyses; 2) prepare and present manpower briefings to senior officials; AND 3) provide authoritative review of manpower authorizations within an organization. (NOTE: This experience MUST be well documented on your resume or application package.); Knowledge of budgetary and financial management principles and techniques as they relate to long-range planning; Knowledge of analytical and evaluative methods and techniques for assessing program development and execution and improving organizational effectiveness; Knowledge of the Air Force Strategic Sourcing and Competitive Sourcing and Privatization programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. At the GS-12: One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. At the GS-13: One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) at GS-12/13: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Ability to gather, assemble and analyze facts, draw conclusions and devise solutions to problems. Knowledge of the substantive nature of the DoD and Air Force programs, activities and objectives and their relationships. Knowledge of budgetary and financial management principles and techniques as they relate to long-range planning. Knowledge of analytical and evaluative methods and techniques for assessing program development and execution and improving organizational effectiveness. Knowledge of the Air Force Strategic Sourcing and Competitive Sourcing and Privatization programs. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
