QUALIFICATION REQUIREMENTS: To qualify for this position you must possess IT related experience and/or training that demonstrates that you possess each of the following four competencies: Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND In order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant’s one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of qualifying specialized experience at the GS-12 level include performing the following types of tasks on a regular and recurring basis: Reviewing and verifying IT project deliverables to ensure completeness and accuracy; assist in developing acquisition plans that include discussion of acquisition strategy, discussion of required approvals and clearances, selection of contract type, and development of milestones; and, assisting in developing statements of work, cost estimates and specifications for use in solicitation of IT contract services, hardware and/or software. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Applicants for this position will be evaluated on the following competencies: SYSTEMS LIFE CYCLE – Knowledge of systems life cycle management concepts used to plan, develop, implement, operate, and maintain information systems. CONTRACTING/PROCUREMENT – Knowledge of various types of contracts, techniques or requirements (for example, FAR) for contracting or procurement, and contract negotiation and administration. ACQUISITION PLANNING – Develops and guides program management through a comprehensive plan for fulfilling acquisition needs in a timely manner and at a reasonable cost in accordance with Federal and Departmental regulations, policies and procedures. PROJECT MANAGEMENT – Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
