Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/30/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Competence: Knowledge of engineering and architectural concepts, principles and practices for design, layout and construction of medical facilities, associated buildings and site utilities. Familiar with Computer Aided Design (CAD) operation. You may qualify based on your experience and/or education as described below: Basic Requirements: The basic qualifications for this position are in the Operating Manual for Qualification Standards for General Schedule Positions: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf Education: Degree in Professional engineering (or higher). To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of Education and Experience: College-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional Registration Written Test Specified Academic Courses Related Curriculum In addition to meeting the Basic Requirement (as indicated above), you must also possess the following specialized experience and or education: GS 09: Specialized Experience: In additional to the basic requirements, you must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing knowledge of construction standards and OSHA guidelines to design floor plans, elevations, walls, and perform site surveys; use of computer systems and computer operations to write and communicate requirements to customers on projects requirements, prepare computerized drawings and reports; and interpreting and using information from various sources. OR Education: 2 years of progressively higher-level graduate education leading to a master’s degree or master’s or equivalent graduate degree that provide the knowledge, skills, and abilities necessary to do the work of the General Engineer position. Transcripts Required. OR Combination of Education/Experience: Applicants may also combine education and experience to qualify at the GS-09 level. When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. GS-11: Specialized Experience: In additional to the basic requirements, you must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge/experience in preparing and administering construction project designs and layouts, specifications, and estimates; preparing original designs and preliminary/final layouts; directing surveys and investigations to establish baseline data necessary to initiate design, evaluate design objectives, perform technical calculations, and identify the most economical and efficient procedures; performing scheduling and layout of operations, and inspection and surveillance of materials, methods, safety and equipment used in construction; and providing professional advice to peers, non-professional administrators, or managers. OR Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree for the experience required for the GS-11 level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
