Qualification Summary
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 11/09/2020 including time-in-grade restrictions, specialized experience and/or education, as defined. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Basic education requirement: A degree in Mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR Possess a combination of education and experience: The coursework is equivalent to a major field of study as shown in paragraph above, plus additional education or appropriate experience. Applicants must meet the basic education requirement and the specialized experience described below. Specialized experience for the GS-14 level: One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service. Specialized experience is experience 1) utilizing analytical techniques, both cutting-edge and best-practice, including data visualization, data mining regression, machine learning, test design, optimization tools, etc. to develop and enhance analytic capabilities; 2) experience serving as a data analyst to research and gather data, performing studies to assess agricultural program activities and recommend improvements on issues related to program regulations, policies, practices; 3) experience executing and managing projects that represent an important segment of an agency’s operating policies/programs. Specialized experience for the GS-15 level: One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service. Specialized experience is experience 1) developing, reviewing, and implementing complex analytical techniques, computational methods, mathematical algorithms and procedures that pertain to data mining, data warehousing, and algorithmic analysis; 2) expertise in developing and implementing long-range plans, strategies, and objectives for applying predictive and prescriptive analytics to agricultural programs; 3) serving in a leadership capacity working closely with agricultural agencies, organizations and groups in the administration of complex, significant, and sensitive agricultural programs.
