In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. You must have at least one (1) year of specialized experience that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of a Program Specialist in Research. To be creditable, specialized experience must have been equivalent to at least the GS-09 grade level in Federal service. Specialized experience includes performing administrative or management work in a human research environment utilizing specialized training and/or administrative experience to exercise sound independent work in performing qualitative analysis, research data collection, implementing research compliance, writing reports and utilizing judgment in interpreting guidelines, procedures, policies, etc. Your skills must be documented in your resume to receive full credit. – OR – You may substitute specialized experience with education if you have successfully completed a Ph.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Copy of transcript(s) required at the time of application.) – OR – Equivalent combinations of successfully completed graduate education (above a master’s degree) and experience as noted above may be used to meet total qualification requirements.
