This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guar AREA OF CONSIDERATION:
Non-Bargaining Position Open to the public. MILITARY RANK
WARRANT OFFICER: WO1 – CW4
ENLISTED: E9 Supervisor for this position is CW4 Wolfe. GENERAL EXPERIENCE: Experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. SPECIALIZED EXPERIENCE: In addition to the journeyman level knowledge, application must indicate 36 months of experience and experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations. KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. -Knowledge of shop processes. -Knowledge of general supervisory concepts. -Skill to evaluate work for effective and economical use of personnel, equipment, materials, and methods to meet production goals and quality standards. -Skill to plan, direct and organize work assignment for lower graded personnel. -Ability to establish priorities and meet deadlines. -Ability to organize assignments for subordinates, and estimate material and manpower needed for specific jobs. -Ability to explain manuals and work procedures. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates’ experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.
