Qualification Summary
Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement – please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for GS-09: One (1) year of specialized experience equivalent to a GS-07 in the Federal service. Specialized experience is further defined as experience analyzing and applying fire management strategies; mobilization and dispatch coordination; and equipment development and deployment using fire communication systems in a dispatch center; –OR– completed a master`s or equivalent graduate degree. I will provide a copy of my college transcript; —OR– 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. I will provide a copy of my college transcript; –OR– an equivalent combination of the specialized experience and education described above. I will provide a copy of my college transcript. Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. This position is subject to the Interagency Fire Program (IFPM) Standard and Guide selective placement factors for a Logistics Management Specialist. This position requires the following qualifications – Currency Not Required. Detailed information regarding IFPM positions can be found at IFPM. Expanded Dispatch Support Dispatcher (EDSD) or higher –and– 90 Day Prior Firefighting Experience Requirement (resume must support). The Department of the Interior defines wild land firefighting experience as on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wild land fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire: Wildfire – An unplanned ignitions or prescribed fires that are declared wildfires. Prescribed Fire – Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. In order to be rated as qualified for this position, we must be able to determine that you meet the 90-day fire fighter qualification requirement – please be sure to include this information in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. If you have left Federal service or are currently not in a covered position and are over the age of 37, you must provide copies of SF50s showing beginning and ending dates of covered Federal Primary Fire retirement or your will not be eligible for consideration under this vacancy announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. This is a SECONDARY/Administrative fire position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age (MEA) policy, the selectee must have prior service in a primary position and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits(normally through submission of your SF-50). YOU MUST LET US KNOW IF YOU ARE CURRENTLY IN A PRIMARY POSITION. Physical Demands: The work involves long hours of sitting, intense concentration, and working at peak proficiency/intensity levels with irregular breaks and mealtimes. The duties of this position create a highly stressful environment during peak activity, requiring the ability to keep calm in emergency situations. Must be able to cope with the pressure of meeting timeframes and changing priorities. Mental concentration and accuracy are required Work Environment: Work is performed primarily in an office setting. During peak activity, increased radio traffic, numerous ringing phones, and conversations result in high noise levels, which require a high level of concentration to perform duties. This creates a high stress work environment.
