Qualification Summary
In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management’s General Schedule Qualification Standards. Your application and resume must clearly show that you possess the experience requirements. Transcripts must be provided for qualifications based on education. Provide course descriptions as necessary. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. GS-05: Applicants must have one year of specialized experience equivalent to at least GS-4 grade level. Examples of work experience are: Processing purchases using established contracts or ordering vehicles; using noncompetitive purchasing methods, such as placing orders against Federal Supply Schedules or other similar contracts under well-defined and precise procedures and regulations; and/or using credit card / government purchase card to make authorized purchases under a series of well-defined guidelines.
OR
A bachelor’s degree or 4 years of successfully completed education above high school.
OR
A combination of successfully completed post-high school education (in excess of the first 60 semester hours) and specialized experience. The education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. GS-06: Applicants must have one year of specialized experience equivalent to at least the GS-5 grade level. Examples of specialized experience include at least 4 of the following: Experience in solicitation and purchasing methods, such as oral solicitations and/or written solicitations. Procures standard commercial items and services using small purchase procedures; searches for sources of supply for obsolete or hard-to-find items; reviews purchase requests for completeness and accuracy; selects the proper sources of supply; determines the most efficient small purchasing method to utilize; meets with representatives of suppliers to discuss, develop, and/or revise purchase requirements to meet market conditions and requisitioner’s needs.
OR
One full year (18 semester hours) of successfully completed graduate level education if the coursework is directly related to the work of the position(for example – Contracting/Procurement).
OR
A combination of graduate level education that is directly related to the position and specialized experience. GS-07: Applicants must have one year of specialized experience equivalent to at least the GS-6 grade level. Examples of specialized experience are: Regularly purchases both common-use and technical items using small purchase methods and procedures; negotiates, administers, and completes purchase transactions within delegated authority; takes administrative action and/or makes modifications to awards as needed
OR One full year (18 semester hours) of successfully completed graduate level education if the coursework is directly related to the work of the position (for example – Contracting/Procurement).
OR
A combination of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. To receive consideration for this position, you must meet all qualification requirements by the closing date of the announcement. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
