To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Basic Requirements:
There are no basic requirements for this position. Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and skill sufficient to independently perform numerous tasks and assignments to completion simultaneously. Knowledge of the organization’s programs and technical requirements sufficient to plan and carry out a procurement program and to advise technical representatives in procurement planning and preparation of statements for work. Knowledge of VA and Federal Procurement Regulations as they apply to contract solicitation and administration and the ability to apply them in situations lacking precedent (i.e. knowledge of supporting documentation for modifications, amendments and abnormal situations). Knowledge of construction and service type contracts, sole source contracts, small purchase procedures, requests for quotations and requests for proposals. Knowledge of contractor’s responsibility in performance of contracts (i.e., payrolls, progress payment amendments and modifications).
