To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in accounting, budget management, executing financial transactions, including grants administration or equivalent experience.
Experience with software programs such as Excel (e.g. creation/use of tables, pivot tables and calculation of formulas to support grant administration). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and demonstrated work experience in functions that requires the use of generally accepted accounting and finance principles; experience in creating and using formulas in accordance with complex regulatory requirements; experience in creating spreadsheets and other documents to perform and document complex financial calculations; experience performing complex budget analysis and reporting functions; demonstrated experience using accounting and grants tracking (or similar) software. Must be an expert user of Excel and be able to develop pivot tables, perform V-lookups and perform advanced formula operations.
Demonstrated work experience in managing a tracking and/or accounting system to document awards, expenditure plans and vouchers; demonstrated experience in developing and implementing system procedures and in providing assistance and direction to users of this system; demonstrated ability to collaborate with an information technology office, a national payment center and others to ensure the system is functional, transactions are processed and the system is operating in accordance with statutory and regulatory requirements.
Demonstrated work experience in creating and preparing financial data in accordance with generally accepted accounting principles for the purpose of managing contract, administrative and travel accounts.
Demonstrated ability to communicate financial issues and information to highway safety and management staff as well as act as liaison between financial services and program staff. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
