Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. Evidence of the Selective Placement Factor must be reflected in your resume. The Selective Placement Factor for this position is: Experience in providing relational database expertise to construct and execute data queries to be used in data analysis activities, acquiring data from primary or secondary data source, interpreting data, analyzing results using statistical techniques, providing ongoing reports and preparing automation requirements for an organization and it’s customers. You may qualify based on your experience and/or education as described below: GS-09 Education: Master’s or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related
OR
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience includes: Provide financial advice and performs financial assistance for agency operating programs; perform a range of quality assurance financial or operational reviews; extensive experience using Microsoft Excel, Access and other software tools to provide program analysis.

GS-09 Combination of Education and Specialized Experience: A combination of education and experience can be used to qualify at the GS-09 level. A transcript must be submitted with your application if you are basing all or part of your qualifications on education GS-11 Education: Ph.D. or equivalent doctoral degree or3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience includes: Provides management with procedural and regulatory guidance for business lines and operational components or programs; performs risk assessment in accordance with A-123 guidance for detailed analysis; evaluates emerging programs for future business lines; evaluates internal control structures and organizational impact of new business lines; and provides recommendation reports on modifying financial management systems, workflow, or lines of authority.

GS-11 Combination of Education and Specialized Experience: A combination of education and experience can be used to qualify at the GS-11 level. A transcript must be submitted with your application if you are basing all or part of your qualifications on education Combination of Education and Specialized Experience: To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
