APPOINTMENT STATUS: EXCEPTED
This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION:
Bargaining Position
Category 1: Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement.
Category 2: Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air).
Category 3: Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air).
Category 4: Qualified, current members of the Pennsylvania National Guard. (Army and/or Air).
Category 5: Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard. Military Grades:
Enlisted: E1 – E9 Supervisor for this position is SGM Ramos. GENERAL EXPERIENCE: Experience or training which demonstrates a working knowledge to read and interpret instructions, repair manual, specifications and drawings; must have a knowledge of shop mathematics sufficient to use testing devices and measuring instruments; and be proficient in the use and maintenance of hand tools and equipment. SPECIALIZED EXPERIENCE: Application must indicate at least 18 months experience or training which demonstrates ability to work effectively and efficiently on weapons and mechanical systems in disassembly for repair, inspection to diagnose mechanical malfunctioning, wear and/or damage is required. Experience in adjustment of levers, gear linkages and synchronization of interrelated mechanical systems. Experience in applying technical manuals, regulations, specifications and drawings to determine operation, assembly and a tolerance of the variety of weapons cleaned, repaired and modified, is required. Experience in using and maintaining a variety of hand and power tools and gauges is required. Tools include drills, files, saws, hammers, vises and precision gauges and measuring instruments such as micrometers, optical comparators, ultrasonic checkers, magna-fluxing machines and/or borescopes to determine when parts are worn or damaged beyond acceptable tolerances. KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position. – Skill in making repairs to a variety of small arms that have parts and adjustments that are numerous and complicated. – Skill sufficient to work on weapons and mechanical systems in disassembly for repair, inspection to diagnose mechanical malfunctioning, and to assess wear and/or damage. – Knowledge of weapons operation to apply technical manuals, regulations, specifications and drawings in order to determine operation, assembly, tolerances and locate causes of improper functions for a variety of weapons. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates’ experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA. PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION.
