To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing a practical knowledge of procurement procedures, operations and regulations to perform clerical and technical work that supports the oversight of contract files or procurement documents to ensure maintenance of data and to ensure proper file integrity and accountability. Examples of specialized experience may include the following: 1) Perform file maintenance support functions such as: organization, proper storage, access, filing order, adequate file control and record retention 2) Manage and approve all contract or procurement files to be used and returned to their primary location; 3) Perform monthly audits of central files to ensure completed contract or procurement files are properly closed out, returned, archived and moved to the appropriate storage or holding location; 4) Verify receipt of property (supplies) and final payment for all contacts and load contract information in the database. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing a practical knowledge of procurement procedures, operations and regulations to perform clerical and technical work supports the oversight of official or business files. Examples of specialized experience may include the following; 1) Perform data entry or other associated clerical functions related to file documentation; 2) Responsible for all aspects of official/business file maintenance including but not limited to organization, proper storage, access, filing order, contract closeout, adequate file control and record retention requirements; 3) Monitor official/business files for accuracy and completeness to ensure sufficient information is properly documented.
