Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/27/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a (GS-09) position you must have served 52 weeks at the GS-(GS-07). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. (GS-9):
Demonstrates a practical understanding of legal activities. Prioritizes and manages assigned cases and program duties to meet deadlines and instructions established by attorneys and/or supervisors. Provides effective direct legal service delivery on assigned matters to include fact finding, problem analysis, problem solving, legal writing, and interpreting regulations and policies. Reviewed complaints, claims, and requests along with supporting documentation under close supervision. Maintains complete and accurate time and status entries in case management systems. Accessed and obtained factual and legal information from available electronic systems and research sources. Reviewed subject matter and details of cases and assignments to develop basic knowledge and expertise of applicable law, policies and practices.

master’s or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related (GS-11):
Performs a variety or case and program assignments with minimum oversight and direction. Experience investigating, analyzing, and resolving issues with minimal guidance. Provides effective direct legal service delivery, to include fact finding, problem analysis, problem solving, legal writing, and interpreting regulations and policies. Prepares memoranda, briefs, draft legal opinions, and other technical documents for review which may significantly affect the agency position. Researched legislative history, precedent cases, decisions and opinions.

Ph.D. or equivalent doctoral degree.

3 full years of progressively higher level graduate education leading to such a degree.

LL.M., if related. NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
