Qualification Summary
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-07 grade level or higher or equivalent in other pay systems in the Federal service. Examples of specialized experience include knowledge of the duties priorities, commitments, policies, and program goals of the staff sufficient to perform non-routine assignments; knowledge of sufficient to recognize which information is or is not relevant to the problem at hand; knowledge required to coordinate the work of the office with the work of the other offices and for recognizing the need for such coordination in various circumstances. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of filing systems and the subject matter content of the materials being processed sufficient to classify, retrieve, and dispose of materials. Knowledge of clerical procedures and practices to organize and design file systems. Knowledge of spelling, punctuation, syntax, and required formats sufficient to identify and correct discrepancies in correspondence and reports. Ability to locate files, review contents, and summarize information for use by the supervisor and/or staff. Ability to compose non-technical correspondence. Ability to make arrangements for such things as travel, conferences, and meetings. Ability to locate and assemble information for various reports, briefings, and conferences. Knowledge of the organization and its functions sufficient to process incoming and outgoing mail. Knowledge of the duties, priorities, policies, and program goals of the supervisor and staff to review correspondence for conflicts or departures from policies. Knowledge of an organization and its staff sufficient to perform such duties as independently arrange staff travel; select meeting and conference attendees; independently schedule appointments for the supervisor and follow up with the participants of meetings on action items independently. Knowledge of the procedures applicable to the control, authorization, acquisition, and justification of office equipment, supplies, and support services such as printing, maintenance, and supply services. Knowledge of common clerical practices and office routines to refer visitors and callers; route correspondence by name or functional area; obtain requested material from files; and keep time and attendance records. Knowledge of the capabilities, operating characteristics and advanced functions of a variety of types of office automation software. Knowledge of the function of the organization sufficient to screen requests for information; personally provide information from files or records; advise on established procedures; and handle personally or refer non-routine requests to the appropriate staff member. Ability to organize effectively the flow of clerical work and processes in an office. Ability to coordinate the work of the office with other offices, including advising secretaries, or other clerical staff, in subordinate offices on new procedures or regulations, and on information to be provided for use in conferences and reports. Ability to evaluate, design, and implement standard operating procedures, administrative notices or instructions, and work processes. Skill of a qualified typist is required. A minimum of 40 WPM proficiency is required. Ability to communicate orally. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
