To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:Advise management and staff of polices and procedures and ensures that facility managers and staff understand and fulfill their responsibilities; Researches, analyzes, and responds to all facility FOIA requests for agency information applying FOIA exemptions as required; Prepares response to privacy inquires; Provides assistance with investigation of privacy-related inquires from the Office of Special Counsel(OSC) by the VHA Privacy Office and VHA Office of the Medical Inspector (OMI, and provides any required information or material, as necessary; investigates data breaches, and suggest appropriate remediation. Enter all privacy complaints, incidents and data breaches into the Privacy and Security Event Tracking System (PSETS); Conducts privacy assessments by going on Administrative rounds on a regular basis and visiting the local Business Associate place of business; Develops facility-specific privacy and FOIA training materials, as needed and provide training within the facility staff which includes: employees, students, contractors and volunteers; Conducts quarterly focused monitoring in the Facility Self-Assessment (FSA) and submits it to PCA at the end of each quarter; Review and analyzes appeals from denials of access to records requested under FOIA and recommends final agency decision on release/no-release of records; Represent the facility on committees, teams, and work groups and provide guidance on issues related to the use and disclosure of information and privacy related functions. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have possess a Master’s or equivalent graduate degree. Degree must be in one of the following concentration: natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus. . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education with courses in natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph above. Physical Requirements: The Specialist is required to perform privacy walk-throughs throughout the facility, travel to surrounding Clinic Based Outpatient Clinics, and visit local Business Associates place of business or record storage location, so there may be on certain days a lot of walking. Other than the limited amount of walking there are no unusual physical demands.
