Qualification Summary
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/30/2020. In accordance with the Classification & Qualifications General Schedule Qualification Standards, Management and Program Analysis Series, 0343 and the Group Coverage Qualification Standard for Administrative and Management Positions: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. PLEASE NOTE: This announcement includes a Selective Placement Factor (SPF). Selective Placement Factors are perquisite to appointment and represent minimum requirements for the position. Applicants who do not meet it are ineligible for further consideration. It must be within your resume. Selective Placement Factor: Do you possess experience and knowledge of the Veteran Health Administration’s Equitable Resource Allocation methodology (VERA)? (Make sure your resume supports your response.) You may qualify based on your experience as described below in addition to meeting the Selective Placement Factor above: Specialized Experience at the GS-12: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible experience applying applicable theories, principles, practices and techniques of management in the health care environment including understanding of statistical, budget, personnel management, economic principles/techniques, procurements and other administrative areas involved in health care delivery; and experience analyzing and evaluating statistical data using complex analytical techniques. Implements and maintains VERA strategies intended to increase tracking and funding. Creates and conducts formal training on VERA, ProClarity, VISTA, ARC, Microsoft Office Suite and analysis techniques. Maintains VERA SharePoint for facilities as it relates to VERA including finance, clinical and workload capture. Performs in-depth, detailed analysis on all aspects related to the VERA Model and patient workload analysis; implements and-maintains VERA strategies; serves as the principal technical advisor regarding VERA Model, VERA Data Validation Reports and Resources, VERA Patient Classification Process, ICD-10 coding analysis, and Medical Center Allocation System (MCAS). Work at this level is performed with closer supervision and guidance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is sedentary with no special physical demands required.
