Qualification Summary
GS-09:You must have one year of specialized experience at a level of difficulty and responsibility equivalent to theGS-07grade level in the Federal service.One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) knowledge of system or industrial engineering theories methods and procedures; system and data architectures; software engineering; (b) ability prepare and update manuals, instructions, and operating procedures, and provides information and assistance to customers; (c)knowledge and interest in the technical aspects of computer systems ranging from zero to highly specialized so as to present and defend concepts, designs and proposals.
GS-11:You must have one year of specialized experience at a level of difficulty and responsibility equivalent to theGS-09grade level in the Federal service.One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:(a) experience in applyingIT concepts, principles, methods, and practices; the mission and programs of customer organizations; the organization’s IT infrastructure; (b) ability to conduct analyses and recommend resolutions of complex issues affecting the specialty area; (c) knowledge of cost-benefit analysis principles and methods; analytical methods and practices; project management principles and methods.
GS-12:You must have one year of specialized experience at a level of difficulty and responsibility equivalent to theGS-11grade level in the Federal service.One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) skill in applying IT concepts, principles, methods, and practices; (b) knowledge of management/measurement methods in IT security principles; (c) ability to obtain IT security certification and accreditation requirements to monitor and evaluate systems’ compliance with IT security requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.ICTAPcandidates will be referred to the selecting official if they are found well qualified.Well-qualifiedmeans an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and areassigned to theSilver Category or higher Category;be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.
To meet the minimum qualifications for this position, you must (1) meet theEducation Requirementfor the series and (2) provide a copy of transcripts for verification, or (3) meet either the education or specialized experience requirements for the grade at which you are requesting consideration.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail- Is thorough when performing work and conscientious about attending to detail.
Customer Service- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. In the absence of selective and quality ranking factors, selecting officials will document the job-related reason(s) for qualification determinations.
