Qualification Summary
This is a Term position NTE 2 YEARS; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using “Reinstatement” eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position. In order to qualify, you must meet the {general / specialized} experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection, Investigation, Enforcement, and Compliance Series, 1801 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes the ability to comprehend organizational leadership requirements and implement policies, instructions and directives for consistent accomplishment of agency requirements; experience in completing the duties and responsibilities described with the position; possess technical competencies to perform identified functional position requirements; and make sound, well informed, and objective decisions while perceiving the impact and implications of decisions, and committing to actions to accomplish organizational goals. Knowledge of, and skill in applying, a wide range of complex inspection, investigation, enforcement, and/or compliance principles, concepts for operations and vehicle maintenance programs and practices. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of the various command entities involved in overall planning and execution of operations and evaluations. Skill in designing and conducting inspections to assist in developing solutions to assigned portions of broad, important, and severe command operational and contingency areas. OR
EDUCATION: have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR
COMBINATION OF EXPERIENCE AND EDUCATION: have less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, have a combination of experience and education. Note: You must submit copies of your college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09evel is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of AFGSC the current missions, operations, logistics and support functions capabilities, organization and operations to develop, execute and inspect services scenarios, including wartime scenarios.
2. Knowledge of a wide range of principles, processes, and techniques of automotive mechanic, heavy mobile equipment mechanic, and motor vehicle operating supervision and personnel management policies, practices, and procedures, including.
3. Knowledge of overarching guidance to include: safety instructions, practices, and procedures, security requirements, sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment practices and procedures, official travel processes and restrictions.
4. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications.
5. Ability to plan and organize work assignments to include determining resources required to accomplish mission/inspection.
6. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
