Basic requirement: Applicants must have completed a 4-year course of study leading to a bachelor’s degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management. Preferred majors include, but are not limited to: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, supply chain management or organization and management (Centers can edit based on preference) Applicants must also meet one of the following within 6 months of appointed: A. Certification: Possess a valid level III Federal Acquisition Certification-Contracting (FAC-C) or level III Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification, OR B. Training: Completion of all mandatory training prescribed by the head of the agency for level III Federal Acquisition Certification-Contracting (FAC-C) (http://www.hq.nasa.gov/office/procurement/Trainreq.doc), and at least 4 years of experience in contracting or related positions. At least one year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. C. Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000, including positions at the same grade if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.To qualify for the GS-14:In addition to basic requirement, applicant must have one year of specialized experience equivalent to the next lower grade (GS-13), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.Specialized experience includes improving contract policies, formulating guidelines, providing technical procurement advice on complex contracts.Your resume must include a clear and detailed narrative description, in your own words, of how you meet the required specialized experience.
