Qualification Summary
BASIC REQUIREMENTS (GRADE 13 & ABOVE):You must complete all Mandatory Training requirements as described in DEPARTMENT OF THE TREASURY ACQUISITION CAREER MANAGEMENT PROGRAM HANDBOOK. AND4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to the next lower level as defined below. AND4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Exception: Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on or after January 1, 2000. However, basic requirements and specialized experience requirements must be met in order to qualify for promotion to a higher grade unless granted a waiver under the paragraph below. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphslisted above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. In addition to the above, you must meet the requirements described below:
GS-13 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: An in-depth knowledge of and the ability to carry out all aspects of the procurement regulations, other official guidance and contracting principles, including the latest procedures and techniques sufficient to plan, develop, and implement all contractual aspects of a Procurement Program, and apply regulations under the Federal Acquisition Regulations (FAR). Examples may include: Contract Cost and Price Analysis Techniques; Sophisticated pricing arrangements, cost accounting, generally accepted accounting principles, cost accounting standards, generally accepted government auditing standards, and life cycle costing sufficient to plan; Knowledge of industry trends pertaining to the acquisitions of highly specialized equipment, supplies and services; and Knowledge of public and private sector and legal principle and practice.
-The experience may have been gained inthe public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.-To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.In addition to the above requirements, you must meet the following, if applicable:
You must have been at the GS-12 level for 52 weeks (time-in-grade requirement).
