Qualification Summary
In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement 07/17/2020. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to the qualification above you must also have: GS-09 Specialized Experience: At least one year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience is defined as experience which equipped you with the particular knowledge, skills, and abilities to perform the duties of a Management Analyst. Examples of specialized experience include: Preforming in a management and clinical administrative operations role and or setting; Gathering, assembling, and analyzing data; Maintaining relationships with a variety of officials and/or upper level management; Managing complex issues; Planning, organizing, and directing project teams and negotiating effectively with management to accept and implement recommendations; Applying comprehensive knowledge of the structure and organizational relationships within a Healthcare System; and developing oral and written reports and presentations. OR GS-09 Education: A master’s or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the work of this position. This education must have been from an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours the school attended has determined to represent one full year of study. (Transcripts must be submitted) OR GS-09 Combination: A combination of experience and education as described above to qualify at the GS-09 level. This can be computed by first determining the applicant’s total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant’s education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-09. GS-11 Specialized Experience: At least one year of specialized experience equivalent to the GS-9 grade level in the Federal service. Specialized experience is defined as experience which equipped you with the particular knowledge, skills, and abilities to perform the duties of a Management Analyst. Examples of specialized experience include: Analyzing work processes; Evaluating overall program operations; Oversight of administrative and human resources requirements; Providing ongoing analysis and reconciliation of large amounts of data; Identifying complex administrative problems and developing solutions; Developing reports, analyzing and summarizing data; Maintaining and monitoring data and making recommendations based on analysis of data; Maintaining computerized databases or information tracking systems; Collecting, compiling, and organizing information; and using computer systems or applications to access, create, edit, or retrieve data. OR GS-11 Education: A Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of this position. This education must have been from an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours the school attended has determined to represent one full year of study. (Transcripts must be submitted) OR GS-11 Combination: A combination of experience and education as described above to qualify at the GS-11 level. Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Organizational Stewardship: Takes responsibility and initiative, sets and meets priorities, follows through on commitments, safeguards information, and organizes and uses time and resources to achieve desired results. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work of this position is primarily sedentary, although it may involve periods of walking or standing to observe work operations. Requires use of computer on a daily basis.
