In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700, Transportation/Mobile Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to perform the duties of a Tractor Operator Leader (Motor Vehicle Operator) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and ability to make connections from equipment to the tractor. Knowledge of operating characteristics and skill to operate tractors and manipulate equipment controls simultaneously. 2. Knowledge of safety procedures, practices and regulations. Knowledge of and skill in operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of more than10,000 and up to 6,000 pounds, such as platform trucks, van trucks, stake trucks, dump trucks, passenger vans, shuttle buses, and cargo vans. Knowledge of cargo handling and hauling and techniques for safeguarding and protecting cargo. 3. Knowledge of techniques of loading, handling, and safeguarding tools and equipment. 4. Skill and ability to adjust equipment for various job requirements. Skill in judging clearances, height, and turning angles of tractors and towed vehicle’s equipment. 5. Ability to judge road traffic conditions and read installation maps to determine the shortest and safest route. Ability to follow instructions, work orders and specifications and to document actions. 6.Ability to perform operator maintenance on tractors, vehicles and associated grounds maintenance snow removal equipment. Ability to lead three or more personnel to effectively accomplish duties. Physical Effort: Frequent arm and leg movements to manipulate tractor and equipment controls. Lifts materials up to 100 pounds when loading seed and fertilizer. Frequent bending, standing, reaching and walking when performing grounds maintenance work. Working Conditions: Works outdoors and is subject to discomfort from long periods in hot sun, rain and snow and jolting from vehicle. Exposed to the possibility of cuts and bruises from flying objects and branches getting under the mower and from powered hand tools. Frequent contact with dirt, dust and mud when performing trimming and pruning work. Requires wearing of hearing protective device and other safety equipment. Follows prescribed safety practices and uses safety equipment to avoid injury and possible hazards in the work area. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
