In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement. Please be sure to include this information in your resume. To qualify for the GS-11, you must satisfy one of the following requirements: (1) EXPERIENCE: You must have one year of specialized experience equivalent in difficulty and complexity to the GS-09 grade level. Specialized experience is experience that demonstrated a working knowledge of one or more program management areas. Examples: Monitoring at least one property management area (real & personal property; space & quarters; motor vehicle fleet; sustainable assets using property management practices); monitoring business management systems and interpreting guidance (policy statements, regulations, manuals/guidebooks, etc.). (2) EDUCATION SUBSTITUTION: You must have three years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree. Graduate level education must provide you with the knowledge and skills to successfully perform various property management duties. (3) COMBINING EDUCATION AND EXPERIENCE: You may meet qualifications requirement for this position by combining specialized experience and appropriate graduate education according to the following formula: (a) your total months of full time specialized experience as a percentage of a 12 month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of three years of graduate study leading to a doctoral degree. The total of the two percentages must equal at least 100 percent. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
