Qualification Summary
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. BASIC REQUIREMENT(S):

MINIMUM QUALIFICATIONS: GS-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Meets with program officials in the procurement planning stage to define requirement; reviews requisitions and determines appropriate method of procurement; develops procurement plans be reviewing previous history, market conditions, and specifications or technical date packages; prepares and issues solicitation documents. OR, one (1) full academic year of graduate education or law school or superior academic achievement. GS-09: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Review requisitions to determine method of procurement. Receives and analyzes requests for contracts for completeness, adequacy of scope of work, availability of funds, compliance with laws, regulations and policies; works with the development of incoming request for contracts to include review of the statement of work. Selects appropriate clauses, ensures clear and complete specifications including packing and delivery requirements; serves as a central point of contact on assigned procurement to respond to inquiries. OR, two (2) full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D. GS-11: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Evaluate market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility and performance. Identify alternate courses of action by analyzing difficult contractual functions. Resolve incomplete or conflicting technical, program, and contractor data. Plan and coordinate procurement activities. OR, three (3) full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. SELECTIVE PLACEMENT FACTOR FOR THE GS-11: Current Federal Acquisition Certification in Contracting (FAC-C) Level I. GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Responsible for pre-award through post-award health related, regulatory functions. Incorporate Federal Acquisition Regulations (FAR) and policies in preparing solicitation documents, technical proposals, and cost data requirements. Ensuring submission of progress reports, make periodic visits to the contract’s facility or work site. Prepares final decisions within delegated authority on disputes and claims from contractor(s),and prepares draft recommendations for supervisor’s approval SELECTIVE PLACEMENT FACTOR FOR THE GS-12: I have a current Federal Acquisition Certification in Contracting (FAC-C) Level II. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
