Qualification Summary
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-05: Four (4) year course of study leading to a bachelor’s degree and/or Three (3) years of general experience, one of which was equivalent to at least the GS-04 grade level. GS-07: One (1) full year of graduate level education or superior academic achievement and/or One (1) year of Specialized Experience equivalent to at least the GS-05 grade level. GS-09: Master’s or equivalent graduate degree or 2 full years of progressively higher graduate education leading to such a degree or LL.B or J.D. and/or One (1) year of Specialized Experience equivalent to at least the GS-07 grade level. GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. and/or One (1) year of Specialized Experience equivalent to at least the GS-09 grade level. Examples of Specialized Experience: GS-07: Apply basic principles and practices of the civilian human resources classification/recruitment and placement program to perform entry-level tasks and develop more in-depth knowledge and skill to perform higher -level assignments; communicating factual and procedural information clearly and concisely; and gathering and analyzing basic facts to provide conclusions.
GS-09: Applying fundamental civilian human resources methods, principles, and practices of classification/recruitment and placement; analytical and evaluative methods and techniques sufficient to advise on and/or resolve moderately complex, non-controversial, factual, procedural, and/or recurring issues; making informed judgments on problems and issues; performing management advisory services for specific requests; and analyzing broader civilian human resources issues or problems.
GS-11: Advising and applying fundamental classification and position management laws, principles, and practices to classify positions; preparing position classification advisories to managers; applying a wide range of human resources concepts, principles, laws, regulations, and practices; advising management on recruitment methods and strategies; developing vacancy announcements and referral lists; processing personnel actions; and responding to a variety of request for information from customers. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
